The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).

JOB SUMMARY :

Performs highly responsible mental health and administrative duties; coordinates and monitors systems and processes for the delivery of mental health care within a designated region or area; reports to the Administrative Director of Mental Health Services with extensive latitude for independent decision-making. Works collaboratively with designated region, district or area management team members.

ESSENTIAL JOB FUNCTIONS :

  • Contributes to the success of the UTMB Correctional Managed Care organization.

  • Ensures that all patients with mental health needs are appropriately identified and receive the necessary care; serves as a consultant on difficult or complex clinical cases.

  • As a member of a regional or district management team, ensures that various mental health and medical disciplines work together to comply with institutional, professional, regulatory, budgetary, governmental and safety requirement.

  • Ensures that appropriate staffing levels are maintained and that all employees abide by UTMB time and attendance policies.

  • Assists in the development, implementation and monitoring of a comprehensive network of mental health programs and services within a designated region, district or area.

  • Oversees all outpatient, inpatient and specialized mental health programs within the region, district or area.

  • Performs liaison activities with various internal and external agencies and individuals as requested.

  • Develops, coordinates and provides staff training, new employee orientation, staff development programs and other mechanisms for recruitment and retention of highly skilled mental health employees.

  • Determines appropriate utilization of human and material resources to maximize clinical and fiscal outcomes.

  • Ensures compliance with required policies, standards and directives; ensures accreditation at designated facilities within the region or district.'

  • Assists in the development and implementation of a comprehensive Quality Improvement program based upon timely access to care, effective and appropriate practices and interventions, staff training and peer review.

  • Adheres to internal controls and reporting structure established for department.

  • Performs related duties as required.

KNOWLEDGE/SKILLS/ABILITIES :

  • Extensive knowledge of mental health programming, assessment, treatment and administrative procedures and applicable national and state laws and standards.

  • Extensive skill in directing, coordinating and evaluating employee performance including problem-solving and contemporary supervisory methods and practices.

  • Thorough knowledge of the principles, practices and techniques of mental health assessment, psychotherapy and treatment planning.

  • Extensive skill in directing, coordinating and evaluating mental health staff, problem-solving techniques, and in modern supervisory methods and practices.

  • Ability to work as a member of a team and to communicate effectively both orally and in writing.

  • Ability to manage mental health programs and staff in multiple locations within a large geographical area.

  • Skills in establishing, coordinating and evaluating Mental Health Services goals, strategies and objectives, and in developing and implementing QI/QM objectives for the monitoring of these goals.

  • Knowledge of the concepts of Change Management and Strategic Planning.

EQUIPMENT :

Standard office equipment.

WORK ENVIRONMENT :

  • May be exposed to such occupational hazards such as communicable diseases, harmful chemicals, and/or disoriented or combative patients.

  • May require extensive travel.

Located within the confines of a prison, jail or juvenile detention center. Security clearance is required; pre-employment drug testing is also required.

REQUIRED EDUCATION/EXPERIENCE :

  • Master's degree in Psychology or related field.

  • Five (5) years experience in a mental health management, administrative or supervisory position.

  • Licensure as a Psychological Associate or Licensed Professional Counselor in Texas.

Salary is commensurate with years of relevant work experience.
